Why absurd? They have been very successful in most of the Left-held cities & states. If not by making the permitting process difficult, they have chased away the manufacturers of weapons. There are lots of indirect ways to prevent citizens from owning or operating weapons. If not by direct legislation, they can make instances of self-defence worse for the defender than for the attacker. They can ban gun ranges, the selling of weapons, the shipping of weapons or any other 'legal' step to make gun ownership almost impossible.
